SeaPort-e
Seaport-e is the Navy’s vehicle of choice for the acquisition of services, including engineering, technical, financial, logistics, and program management, across the Virtual SYSCOM (NAVSEA, NAVAIR, NAVSUP, SPAWAR, ONR, and USMC), and is facilitating the Navy’s migration to Performance Based Contracting. SeaPort-e is a Sea Enterprise initiative implementing the CNO's Sea Power 21 transformational objectives, and emphasizes the Navy Virtual SYSCOM's focus on implementing cost-effective and integrated business practices to better support our Navy.

How does it work?

Customers wanting to procure services through SeaPort-e will find the process very straight-forward and very similar to what they have done previously, but faster with reduced, easier to process solicitation documentation and requirements. Contracts issued through SeaPort-e are considered Task Orders (TOs), and are governed by the terms and conditions of the awarded SeaPort-e prime contract.

The customer identifies the zone in which the work is to be performed, creates a standard solicitation package, and uploads it through the SeaPort-e portal. The TO RFP is published via the portal to prime contractors qualified in the zone where the work is to be performed. Prime contractors in that zone submit their proposals through the SeaPort-e portal for evaluation. The customer evaluates the proposals, and makes an award.

  • FIT Systems past experience covers the functional areas 3.6, 3.12, and 3.20.

    FIT Systems is responsible for testing the overall system and VETSNET architecture as well as defining tools, methods and processes needed to test integrated components, knowledge, and capabilities being developed by contractors and Veterans Benefits Administration, (VBA) employees under other Task Orders associated with VETSNET.

    FIT Systems developed and implemented integrated software test for all VETSNET applications. These are highly complex applications developed in a 3-tier platform and expected to be capable of supporting more than 10,000 end users and process payments in excess of $30M per month to more than 3 million participants.

    FIT Systems provides a total software testing solution throughout each phase of the Software Development Life Cycle. System and integration testing, test artifacts (plans, requirements, cases, procedures, defects, reports and metrics) development, test tools maintenance are several of the functions FIT Systems performs on the VETSNET program. Under the Modified Data Driven approach (MDDA), individuals perform systems testing of VETSNET software components and submit them to VETSNET Development Group for repair and, after final acceptance, to Hines Systems Integration Operations Group for ‘clobber’ testing.

    FIT Systems delivers project success for our customers using experience, processes, and powerful automation tools to meet business challenges and achieve consistent quality. FIT Systems business model supports long-term engagement strategies throughout the project lifecycle. FIT Systems manages project related tasks identified in the plan, including daily reviews, weekly staff meetings, and status reports.

    Business Analysis/Project Management

    The Program Manager schedules testing tasks, audits and peer reviews. We provide daily project management, staff leadership as well as serve as the primary customer relations liaison. In the course of a project life cycle, FIT Systems will:

  • Analyze business processes and systems. Develop detailed functional models and requirements using best practice methodology.
  • Identify plan and track project requirements including resources, tasks, milestones, and schedules.
  • Provide implementation expertise and ongoing project oversight and support including defect tracking and change management.
  • Test and validate components and integrated systems to ensure that quality and performance goals are achieved.
  • Create documentation, train users and deploy solutions.
  • Support ongoing operations and future life cycle iterations.


  • Periodic review of business processes is a component of the enterprise life cycle management approach. FIT Systems reviews functional systems, technical systems, technical specifications to evaluate feasibility, practicality, cost and integration. Our organization determines the extent to which project resources are capable of supporting the requirement within an acceptable timeline. We identify if the costs associated with the requirement provides adequate return on investment as it relates to end user needs. FIT Systems assists the customer in identifying requirements/design specifications that could adversely affect other applications-under-development, as well as those in production. We provide expert consulting and planning services for business process re-engineering projects. As program or project managers, we provide resource analysis, task management, scheduling and reporting to visualize project status and achieve required milestones. An on-site and hands-on approach to project management provides our clients with the accountability and results they expect from a business process partner.

    Project Network Support

    Efficient implementation of information technology projects requires the supporting infrastructure to allow rapid development, process automation, communication, documentation, and security. FIT Systems design, implement, operate, and support the required network infrastructure and software tools to enable both local and distributed projects. We implement secure network configurations, provide server and service configuration, implement network storage systems, and administer the system software to enable networked services projects.

    Independent Verification & Validation

    Maintaining an independent agent to provide clear and unbiased insight and neutral oversight of programs and projects is important to any enterprise that is producing complex information systems under the pressure of time and budget constraints. FIT Systems is experienced and comfortable with this role, and offers leadership and partnership while providing the needed independence to succeed as an IV&V resource. It is critical that quality and integration issues be addressed with the perspective that comes from an independent party. It is also vital that while the independent team maintains some necessary neutrality, they must identify closely with the project in question and offer sincere team efforts to inspire and lead a successful project group.   • Training With a strong background and commitment to developing current and effective training programs, FIT Systems creates and organizes curriculum content, delivers course sessions, and trains customers in the use of software technology, systems, and processes. FIT Systems mentors and trains our customers on how to implement automated testing solutions organized and controlled in a structured test environment. We help our customers understand the importance of quantifying and qualifying requirements, code, tests, and defects.

    IT Staff Augmentation

    FIT Systems provides technical consulting to assist customers in ramping up qualified personnel to meet program staffing requirements. Our team consists of experts in the fields of software engineering, automated testing, custom application development, content/ knowledge management, and quality assurance, and can provide screening of potential applicants to validate resume credentials and skill sets.

    FIT Systems will provide a detailed PMP and briefing for the project team, which presents the plan for completing all the task orders. The plan will describe, in further detail, the approach to be used for each aspect of the task order as defined in the contract. FIT Systems shall keep the PMP up to date throughout the period of performance.

    FIT Systems will perform review and analysis associated with the VETSNET Finance and Accounting System (FAS). FIT Systems will review VETSNET FAS documentation including the following types of documentation: requirements, technical specifications, and test-related documents.

    FIT Systems will perform technical and functional analysis of the VETSNET FAS processes and report on any technical and/or functional issues that need to be highlighted to VBIT or ORM senior management. FIT Systems project staff will also aid in the writing of both requirements documents and functional specifications.

    In addition to the report, FIT Systems project staff will be available to VBA to discuss and present the findings from his research

    FIT Systems project staff will facilitate routine sessions that could include up to 25 participants. VETSNET issues and resolutions will be identified by the VETSNET stakeholders and documented by the facilitator. The facilitator shall keep the stakeholders focused and on track within the specified timeframe for each session. FIT Systems personnel shall, after each session, document issues, resolutions, and action items discussed in the sessions.

    Quality Plan

    Where FIT Systems or our customer have defined a specific format for a deliverable artifact, or process methodology, FIT Systems will adhere to these requirements.

    When no specific format for a deliverable artifact or process methodology has been established in the contract, FIT Systems will works with the customer to define mutually acceptable requirements for such deliverables and activities.

    Independent of contract specific requirements for deliverables and process methodologies, FIT Systems will adhere to industry best practice methodology as defined by the IEEE for Software Quality Assurance Professionals.

    FIT Systems uses a Quality Assurance Checklist for reviews on projects include (but not be limited to) the following tasks:

    1. Review Test Plans to ensure coverage of all requirements
    2. Review and Assess test code and test plans (e.g., code walkthroughs of test code) for compliance to standards (shop or industry)
    3. Assess test code through Readiness Review (RR)
    4. Witness test plan and code execution
    5. Capture and track test code issues through resolution
    6. Review Test Plan Activity Reports to ensure goals are met
    7. Capture/Review Lessons Learned (LL)
    FIT Systems project managers undertake specific Quality Assurance Activities to ensure the appropriate performance of all contracted work. These activities include:

    1. Per project timetable, review and audit products and contract activities of FIT Systems employees to verify compliance with applicable repeatable procedures and standards. In addition, provide management with the results (defects and deviations) of these reviews and audits and track them to closure.
    2. Resolve compliance issues with staff and/or managers.
    3. Place designated SQA work products under appropriate levels of configuration management.
    FIT Systems maintains a record of all reports, findings, evaluations, recommendations, and any actions taken related to the performance of Quality Assurance Plans, including Quality Activity Checklists. All records are retained for the life of the contract.
